Medicaid Compliance Audits Identify $328,000 in Improper Payments to Four Mental Health and Addiction Services Providers

COLUMBUS – State auditors identified more than $328,000 in improper Medicaid payments to four mental health and addiction services providers located in Summit, Cuyahoga, and Belmont counties that received public funding, Auditor of State Keith Faber announced Thursday.

With added interest, the Auditor of State’s Office is recommending repayment totaling nearly $371,000 from Northeast Ohio Health NOAH LLC, Oriana House Inc., Community Assessment and Treatment Services Inc., and Neurobehavioral Medicine Consultants P.C. Inc. as part of recently completed compliance examinations.

The Ohio Department of Medicaid administers health care and related programming to about 2.9 million lower-income residents, older adults, individuals with disabilities, pregnant women, infants and children, and others. The Auditor of State, pursuant to a contract with the Ohio Department of Medicaid, audits a sampling of Ohio’s Medicaid providers to determine if those examined are in compliance with federal and state reimbursement requirements.

Four recent audits identified overpayments that resulted from providers lacking required support or failing to follow other Medicaid regulations:

  • Northeast Ohio Applied Health NOAH LLC in Summit County received $2.4 million in public funding to provide 18,816 services between Jan. 1, 2019, and June 30, 2021. Auditors identified $158,740 in improper Medicaid payments, plus $20,517 in interest, for a total repayment of $179,257.
  • Oriana House Inc. in Summit County received about $3 million in public funding to provide more than 27,000 services between Jan. 1, 2019, and Dec. 31, 2020. Auditors identified $85,036 in improper Medicaid payments, plus $12,755, for a total repayment of $97,791.
  • Community Assessment and Treatment Services Inc. in Cuyahoga County, received more than $17 million in public funding to provide 126,860 services between July 1, 2018, and June 30, 2021. Auditors identified $60,178 in improper Medicaid payments, plus $6,158 in interest, for a total repayment of $66,336.
  • Neurobehavioral Medicine Consultants P.C. Inc. in Belmont County received about $5.8 million to provide more than 47,000 services between Jan. 1, 2019 and Dec. 31, 2020. Auditors identified $24,332 in improper Medicaid payments, plus $3,185 in interest, for a total repayment of $27,517.
