Complaints of fraud in Ohio’s governments may be made any time by any public employee or private citizen.

Misuse of Public Funds

Ohio Revised Code (ORC) § 4113.52 requires all state officials and employees employed by or appointed to a state agency to report alleged fraud, theft in office, or the misuse or misappropriation of public money by a state official or employee to the inspector general. All other state employees and elected officials are to report suspected fraud, theft in office, or misuse or misappropriation of public money to the Auditor of State's (AOS) fraud-reporting system under ORC § 117.103.

Ohio Public Assistance

Ohio benefit and public assistance programs are administered and enforced by specific state or county agencies. The Ohio Auditor of State maintains oversight responsibility for auditing public expenditures across all levels of government.

Accordingly, allegations involving the potential misuse of public funds may be submitted to the Auditor of State. The Office will assess the information received and, where appropriate, coordinate referral to the agency or authority with subject-matter jurisdiction.

Step 1: Who is involved?

Public official or public employee

If the suspected actor is a public official or public employee, report the allegation directly to the Ohio Auditor of State

If the individual is not a public official or employee, continue to Step 2.
