City Day Community School Audit Finds Superintendent Commits Ethics Violation

Columbus – An audit report released today finds that Crystal Gilbert-Mosley, superintendent for City Day Community School in Montgomery County, improperly hired her mother and daughter as substitute teachers.

“It’s illegal for school administrators to hire immediate family members,” said Auditor Keith Faber. “The Auditor’s office will continue to work diligently to ensure schools and government entities remain in compliance with Ohio’s laws.”

Gilbert-Mosely attempted to hire her daughter as a permanent fourth grade teacher. The board approved the contract at first, but rescinded it about four weeks later pursuant to the advice of the school’s attorney.  Gilbert-Mosley’s daughter worked at the school for one pay period as a substitute teacher during which she received compensation totaling $714.21. Her mother never worked at the school.

In accordance with these facts, the audit report issued a finding for recovery against Superintendent Crystal Gilbert-Mosley for $713. Gilbert-Mosley made full restitution under audit and the Auditor of State’s office considers this matter closed.
