			<description>&lt;p&gt;Auditor of State Dave Yost’s office is responsible for auditing all public entities in Ohio.  His mission is to protect Ohioans’ tax dollars while aggressively fighting fraud, waste and misuse of public money.&lt;/p&gt;

			<title>Village of Ithaca saves 86 percent of Audit Costs</title>

			<description>&lt;p&gt;Columbus –The Village of Ithaca (Darke County) saved 86 percent of its traditional audit costs in its first “basic audit,” a new procedure introduced last year by Auditor of State Dave Yost.&lt;/p&gt;
&lt;p&gt;“Basic audits provide accountability while allowing more tax dollars to go toward providing the services the taxpayers deserve,” Yost said. “Small governments may have a good opportunity to save public dollars.”&lt;/p&gt;
&lt;p&gt;The village qualified for the basic audit based on having average annual disbursements of $100,000 or less and having no disqualifying audit concerns as defined by Auditor of State bulletins. The 2011-2012 audit released today cost only $410, compared to the prior audit cost of $2,850 —a savings of 86 percent.&lt;/p&gt;
&lt;p&gt;The option for a basic audit, an on-site limited review, was introduced by Auditor Yost in September 2012. The following public offices could be eligible: villages, townships, libraries, parks and recreation districts, water and sewer districts, county boards of health, conservancy districts, solid waste districts, regional planning commissions, fire and ambulance districts, cemeteries, agricultural societies and Family &amp; Children First councils, and others case by case.&lt;/p&gt;

			<title>Village of West Millgrove saves 95 percent of Audit Costs</title>

			<description>&lt;p&gt;Columbus –The Village of West Millgrove (Wood County) saved 95 percent of its traditional audit costs in its first “basic audit,” a new procedure introduced last year by Auditor of State Dave Yost.&lt;/p&gt;
&lt;p&gt;“Small governments with limited financial activity can sometimes benefit from streamlined audits,” Yost said. “Basic audits provide savings while still holding local governments accountable for taxpayer dollars.”&lt;/p&gt;
&lt;p&gt;The village qualified for the basic audit based on having average annual disbursements of $100,000 or less and having no disqualifying audit concerns as defined by Auditor of State bulletins. The 2011-2012 audit released today cost only $492, compared to the prior audit cost of $10,140 —a savings of 95 percent.&lt;/p&gt;

			<title>$19,000 in Findings Issued in Audit of Jacksonville</title>

			<description>&lt;p&gt;Columbus – Fake utility leaks and excess payments to the former fiscal officer led to more than $19,000 in findings issued in the audit of the Village of Jacksonville (Athens County) released today by Auditor of State Dave Yost.&lt;/p&gt;
&lt;p&gt;“Taxpayer dollars are leaking in Jacksonville, not the water,” Auditor Yost said.  “This community deserves better than these leaders who were more concerned with their pocketbooks than the public they served.”&lt;/p&gt;
&lt;p&gt;In May 2011, the Village Council passed a resolution allowing adjustments to all utility accounts affected by a leak that had not been previously adjusted.  Only two accounts were adjusted – former Mayor George Pallo’s by $1,833 and former Council Member Theron Young’s by $1,174.  It was determined that their usage was consistent and did not indicate that leaks had occurred at their residences.  Also, neither had made payments on their accounts for several years.  In addition, neither account was included on the shut-off list, nor were they included on the delinquency listing certified to the county auditor.  Findings for recovery were issued against Pallo in the amount of $1,833 and Young in the amount of $1,174.&lt;/p&gt;
&lt;p&gt;Former Fiscal Officer Robert Sayre’s salary was approved and set at $350 per month.  From April 1, 2010 through June 30, 2010, Sayre issued and cashed checks to himself above and beyond his set salary.  Council never approved the nine additional checks, which totaled $6,934.  A finding for recovery was issued against Sayre in that amount.&lt;/p&gt;
&lt;p&gt;A test of expenditures and cash for 2010 found $1,139 in insufficient funds charges, returned check fees and overdraft charges charged to the village.  The village was also charged with other late fees totaling $3,836.  These charges are not considered to be for a proper public purpose and a finding for recovery for the total amount of $4,975 was issued against Sayre.&lt;/p&gt;
&lt;p&gt;The Fraternal Order of Eagles #1034 made donations in the amounts of $1,455 in 2010 and $2,630 in 2011 to the Village of Jacksonville for use by the village’s fire fund.  Pallo, as a member of the FOE, collected the donations on behalf of the village, but deposited the funds into the village volunteer fire department account rather than the village.  A finding for recovery was issued against Jacksonville Fire and Rescue in the total amount of $4,085.&lt;/p&gt;
&lt;p&gt;On January 10, 2013, former Mayor George Pallo was charged with two counts of grand theft and two counts of theft in office.&lt;/p&gt;

			<title>Little Miami Local Schools Released from Fiscal Emergency</title>

&lt;p&gt;The Little Miami Local School District was placed in fiscal emergency on July 13, 2010 due to the inability to submit an acceptable financial recovery plan to eliminate its deficits after it was declared in fiscal watch.&lt;/p&gt;
&lt;p&gt;To eliminate its deficits, the district passed a 13.95-mill emergency levy in 2011 to generate approximately $10,639,000 annually.  The district also cut 7 certified positions in fiscal years 2011 and 2012, as well as 6 classified positions.  The staff reductions save the district approximately $534,000 annually.&lt;/p&gt;
&lt;p&gt;To be released from fiscal emergency, the Village of Melrose met the following criteria:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Adopted and implemented an effective financial accounting and reporting system;&lt;/li&gt;
&lt;li&gt;Corrected or eliminated all of the fiscal emergency conditions and no new conditions have occurred, and it appears that, based on its five-year forecast, the Village of Melrose will remain out of fiscal emergency during the forecast period;&lt;/li&gt;
&lt;li&gt;Met the major objectives of the financial recovery plan; and&lt;/li&gt;
&lt;li&gt;Prepared a five-year forecast in accordance with standards issued by the Auditor of State, and the opinion expressed by the Auditor of State is “nonadverse.”&lt;/li&gt;

			<title>Performance Audit Supports "Project SHARE"</title>

			<description>&lt;p&gt;Columbus – Sharing a single treasurer or superintendent or both at the Barnesville Exempted Village and Union Local school districts (Belmont County) is supported by a performance audit released today by Auditor of State Dave Yost. The work, part of a larger collaboration including the University of Cincinnati, Ohio University and the East Central Ohio Educational Service Center, was funded by a state grant from the Local Government Innovation Fund.&lt;/p&gt;
&lt;p&gt;“By their thoughtful, active, and forward-looking management, these two Belmont County schools have made themselves state leaders in government efficiency,” Yost said. “They took advantage of available resources to look for ways to save taxpayer money while still providing good services.”&lt;/p&gt;
&lt;p&gt;The two districts applied for a state grant in February 2012 and were awarded $100,000 to support “Project SHARE,” a feasibility, benchmarking and staffing analysis to determine whether high-level administrative positions could be combined.&lt;/p&gt;
&lt;p&gt;In addition to the Auditor of State’s office, participants in Project SHARE included the East Central Educational Service Center, which facilitated the project; the HRO agency, which prepared job descriptions; Pepple &amp; Waggoner, legal services; and the University of Cincinnati and the Voinovich School of Leadership and Public Affairs at Ohio University, which conducted overall research and reporting.&lt;/p&gt;
&lt;p&gt;The report released today is only one component of Project SHARE, focusing on reallocating workloads of existing administrative positions and reducing employee costs. The final Project SHARE report is expected to be released at a later date.&lt;/p&gt;

&lt;p&gt;The &lt;em&gt;Auditor of State Award&lt;/em&gt; is presented to local governments and school districts upon the completion of a financial audit.  Entities that receive the award meet the following criteria of a “clean” audit report:&lt;/p&gt;

&lt;li&gt;The entity must file timely financial reports with the Auditor of State’s office in accordance with GAAP (Generally Accepted Accounting Principles);&lt;/li&gt;
&lt;li&gt;The audit report does not contain any findings for recovery, material citations, material weaknesses, significant deficiencies, Single Audit findings or questioned costs;&lt;/li&gt;

&lt;p&gt;The Village of Midland was placed in fiscal emergency on November 30, 2006 due to deficit fund balances in two funds.&lt;/p&gt;
&lt;p&gt;To eliminate its fiscal emergency status, the Village of Midland passed a five year, 3-mill operating levy in 2012 to generate an additional $7,000 in annual revenue.  The village also partnered with Jefferson Township to exchange use of the village hall for snow removal in the village, as well as the partial cost of utilities.  This agreement provided annual savings of approximately $4,000.&lt;/p&gt;
&lt;p&gt;To be released from fiscal emergency, the Village of Midland met the following criteria:&lt;/p&gt;
&lt;ul&gt;
&lt;ul&gt;
&lt;li&gt;Adopted and implemented an effective financial accounting and reporting system;&lt;/li&gt;
&lt;li&gt;Corrected or eliminated all of the fiscal emergency conditions and no new conditions have occurred, and it appears that, based on its five-year forecast, the Village of Midland will remain out of fiscal emergency during the forecast period;&lt;/li&gt;
&lt;li&gt;Met the major objectives of the financial recovery plan; and&lt;/li&gt;
&lt;li&gt;Prepared a five-year forecast in accordance with standards issued by the Auditor of State, and the opinion expressed by the Auditor of State is “nonadverse.”&lt;/li&gt;

			<title>Brookfield Local Schools Placed in Fiscal Emergency</title>

			<title>Village of Patterson Placed in Fiscal Emergency</title>

			<description>&lt;p&gt;Columbus – Deficit fund balances, past due accounts payables and treasury deficits prompted Auditor of State Dave Yost today to place the Village of Patterson (Hardin County) in a state of fiscal emergency.&lt;/p&gt;
&lt;p&gt;“It’s never easy to face these types of challenges head-on,” Auditor Yost said.  “As Patterson begins to make the tough choices to bring back its financial stability, my office is prepared to offer our assistance wherever we can.”&lt;/p&gt;
&lt;p&gt;Patterson Mayor Jason Kearns requested that a fiscal analysis be performed by the Auditor of State’s office to determine if the village’s condition justified the declaration of fiscal watch or emergency.  The Auditor of State’s Local Government Services section conducted the analysis, and as of December 31, 2012 and January 31, 2013, the Village of Patterson was in a state of fiscal emergency due to the existence of two of the six conditions required.&lt;/p&gt;
&lt;p&gt;As of December 31, 2012, the village’s general fund had accounts payable at least 30 days past-due in the amount of $1,936.  The village’s general fund had accounts payable at least 60 days past-due in the amount of $1,954 as of January 31, 2013.  The general fund also had deficit fund balances of $3,484 and $3,921.  The village’s treasury deficit exceeded one-sixth of the treasury receipts by $201 and $1,036 as of the two dates.&lt;/p&gt;
&lt;p&gt;For villages and townships with a population of less than 1,000 who are placed in fiscal emergency, the Auditor of State serves as the Financial Supervisor and has all the powers and responsibilities of a Financial Planning and Supervision Commission.  At the 2010 census, the Village of Patterson’s population was 139.  The Auditor of State’s office will help in developing a financial recovery plan for the village, and once a plan is approved, see that it is carried out.  The office also provides technical assistance to the village, reviews the village’s existing system of accounting and reporting, and issues a report identifying needed improvements.&lt;/p&gt;
