| Service Explanation: | Employee Benefits Cooperative was started a number of years ago to provide self-insured drug plans to schools. At inception, the various medical insurance firms were marking up drugs sold to schools sometimes as high as 100%. EBC negotiated with drug insurance providers to set prices and services below what was available in the standard marketplace. The Board of Directors indicated that as long as the service was not provided by the private sector, EBC would continue. Approximately 4 years ago the various medical insurance firms were able to provide drugs to schools at approximately the same cost as EBC. EBC left the drug insurance business due to our mission.
EBC brought in the COG scope to the possibility of providing shared services to school districts. About 3 years agao, EBC investigated and attempted to package payroll services to various school districts. This concept is still being investigated and is being introduced to smaller school districts.
EBC is currently investigating the possibility of sharing the new electronic testing that is in the process of being mandated by the state of Ohio for every school district in Ohio. It is expected to be a very expensive process and logically a school district could provide this service for a group of school districts. The Mentor School District is currently being considered as a central district in NorthEast Ohio for testing. EBC would provide initial investigative and set up funding for this concept in 2013. |
| Objective Statement: | EBC is in meetings with local school districts to try and establish those services that are best conducted on a shared basis, e.g. payroll, electronic testing and other administrative services. EBC believes that if efficiencies are going to be realized it will have to be accomplished at the local level. |
